Telephone Access Problems

Checking the Phone Line Detection when the controller can't access the voice menu:
Does the console display "PHONE LINE DEAD TROUBLE NOW"?
All controllers are polarity sensitive and require a minimum of 24 VDC on the incoming phone line. Use a voltmeter set to DC volts and measure the phone line voltage between the green (GRN) and red (RED) terminals on the controller. Place the red voltmeter probe on the green terminal and the black probe on the red terminal. The voltmeter should read a positive voltage between 24 VDC - 60 VDC. If you read a negative voltage, reverse the wires connected to the green and red terminals.
With all the house phones on hook, is the PHONE LED on the controller lit?
When all house phones are on hook and the phone line (24 VDC - 60 VDC) is properly connected to the controller, the PHONE LED on the controller should not be lit.
What is the status of the phone line under Status | Test?
On the console, press the 6 (STATUS) key, then the 4 (TEST) key. The console should display "ONHK/IDLE". This would indicate that the telephone is on-hook and the controller is not using the phone line.
If the console displays "OFFHK/IDLE", this would indicate that the telephone is off of the hook and the controller is not using the phone line.
If the console displays "DEAD/IDLE", this would indicate that the telephone dead (has no phone line voltage - or polarity is reversed on the green and red terminals) and the controller is not using the phone line.
If the console displays "ONHK/IDLE" and the PHONE LED is not lit, when a phone is taken off hook, does the display chance to "OFFHK/LOCAL" and the PHONE LED light?
If the display changes to "OFFHK/LOCAL" and the PHONE LED illuminates, this indicates that the system recognizes that the phone has been taken off hook and the system is in "listen in mode".
The analog reading of the phone line voltage can been seen by pressing the down arrow key. With the phone on hook the reading should be greater than 120, with the phone off hook is should be around 20, in local access around 24.
If the console display does not change to "OFFHK/LOCAL" and the PHONE LED does not illuminate, is Telephone Access enabled?
On the console, from the Setup menu, press the 4 (DIAL) key. If Telephone Access is set to 0 (Off), press the 1 (On) key. If Telephone Access is disabled, the system does not look at the phone line to sense its state. Telephone Access must be enabled to access the voice menu.
If Telephone Access is enabled, is the Off Hook and Dead Line Detect thresholds set correctly?
There are several setup items for telephone access. First, under Setup | Dial, make sure that "Telephone Access is enable. If it is disabled the system will not look at the phone line.
Next, under Setup | Installer | Miscellaneous, Off Hook Detect should be set to "69" and the Dead Line Detect should be set to "8". Make sure that these settings are correct.
When accessing the voice menu (press the # key), all I hear is a fast busy signal:
Do you hear a relay click on the controller when the phone is taken off hook?
When the phone is taken off hook, you should be relay click on the controller (the click can also be heard in the handset). Three seconds later, it should click again (this is the controller dropping out). You must press the pound "#" key the on the phone within that time (between the clicks).
Pick up the phone handset, listen for the first click, then press the pound "#" key.
Disconnect the house-phones and connect a phone test set to the controller.
At the controller, disconnect the Brown and Gray wires from the terminals in the section marked "Phone". Connect a telephone test set to the Brown and Gray terminals. Access the phone using the procedure outlined in Question "1".
Are there any phone extensions before the RJ31X jack?
All phone jacks (extensions) must be on the house-phones side of the RJ31X jack. If there are any extensions on the TELCO side (connected to [Green] Tip or [Red] Ring), you may experience this problem. Connect all phone lines according to the illustration TI: 2.
If there a PBX (KSU) or other telephone system installed, is the RJ31X Jack installed before the phone system?
Make sure that the RJ31X jack is installed before the line goes into the PBX (private branch exchange) or phone system. If the RJ31X is installed after the line goes into the phone system, reinstall according to the illustration TI: 2.
When accessing the voice menu (press the # key), all is silent:
Is "High Security Mode" turned on?
When "High Security Mode" is turned on, to access the local voice menu, you must pick up the house phone and press the ' # ' key followed by the Master or Manager Code. If "High Security Mode" is turned on and the Master or Manager Code isn't entered after the ' # ' key is pressed, the phone will remain silent.
If "High Security Mode" is turned on, enter the Master or Manager Code after the ' # ' key for voice access.
To turn "High Security Mode" off, from the Setup menu, press the 6 (MISC) key.
HIGH SECURITY MODE: 0
0=NO 1=YES ¯
The default for High Security Mode is No.
